MACLEA advocates the promotion of a safe and secure environment that is conducive to the pursuit of higher education in the State of Missouri. In order to pursue this goal, the Association feels that its establishment is necessary. Among the goals and objectives of the Association are the following: Promote standards and criteria to be used as guidelines for the protection of faculty, staff, students, the general public and the properties on the various campuses of higher/post-secondary education in the State of Missouri. Provide a resource and forum for the review of and comments on local ordinances and state legislation introduced in Missouri. Provide a resource for professionals in their areas of higher/post-secondary education in Missouri. Provide a resource for training and professional development of Association members in the areas of security, protection, prevention and law enforcement. Provide a vehicle for the Association and its members in the liaison with other state security and law enforcement associations and organizations. To collectively represent campus law enforcement to citizens of Missouri in order to obtain their understanding and support of professional campus law enforcement.
Active/Institutional Membership – Active members include the chief administrator, police chiefs and public safety/security directors and assistant chiefs, assistant directors and upper management supervisors including Clery compliance officers from any institution of higher and post-secondary education in Missouri are eligible for membership. Such institutions include colleges, universities, two-year colleges, technical schools above the secondary school level, teaching hospitals, seminaries, and all other institutions of higher education, which offer a degree or diploma requiring at least two years academic credit. Branches of parent institutions, having separate geographic locations, shall be entitled to membership as if they were separate institutions. Only one active member is allowed to vote from each member institution. Only one active member is allowed to serve on the Executive Board from each member institution.
Associate – All other employees of a member institution, other than the chief administrator including police chiefs and public safety/security directors and assistant chiefs, assistant directors and upper management supervisors including Clery compliance officers. These must have a direct responsibility for the provision of security or law enforcement services and/or one who by reason of avocation, education, profession or business interests shares in the concerns and objectives of the Association and desires to demonstrate such support by membership. Associate members shall be non-voting.
Affiliate - Persons or organizations (with the approval of the Executive Board) who share in the concerns and objectives of the Association and desire to demonstrate such support by membership. Affiliate members are non-voting. Any eligible institution in good standing as an active member may delegate one person to represent the institution as its voting member at regular business meetings and any other special meetings which may be called. Upon payment of registration fee and any other required meeting charges, additional non-voting representatives of member institutions may attend the regular meetings and any other special meeting which may be called. Those institutions which do not have law enforcement or security functions established are entitled to a membership. The representative would be an administrative officer having responsibility for protection of people and property on the campus. Any member of the Association, after being found by the Board of Directors at one of its regularly scheduled meetings, to have conducted themselves personally or acted in a manner contrary to the purposes of this Association, can, by a majority vote of the Board of Directors, be dropped from membership in the Association.

In 1992, the Chief of the University of Missouri-Columbia Police Department, Ronald Mason, made a suggestion to a few other Directors of University Police Departments around the state that they get together and start an organization specifically for Missouri campus law enforcement and security units. The first meetings were hosted by Karl Hubbard at Lincoln University. The following Directors were the first to start up MACLEA as it is now known: Ron Mason, UMC, Jerry Garrett, University of Missouri-Kansas City, Lisa Sprague, Truman State University, Jim Huff, Central Missouri State University, and Karl Hubbard, LU. They decided to establish an organization that would serve small college and university security departments by giving them training and networking opportunities. They felt it was important to get together to discuss issues that specifically impact security at Missouri colleges. Additionally, it was felt that small college police and security departments should host this new organization to give them ownership rather than feeling they were only "invited" by the larger universities. Lisa Sprague drafted the first bylaws and the first meeting was held in December 1992 at Lincoln University. Karl Hubbard was elected the first president and served for one year.
